To get started, you might want to review Section 5 of the CF conventions at http://cf-pcmdi.llnl.gov/documents/cf-conventions/ Some background material is at: http://www.unidata.ucar.edu/software/netcdf-java/formats/UnidataObsConvention.html I will be sending a few more things to get started, but feel free to start sending comments.
