[cf-satellite] Top-level attribute names for satellite and instrument identification, and band data

Hi all,

I had the great pleasure of meeting Tom Whitaker at the Eumetsat conference, and
he encouraged me to write more of my suggestions/questions to this list, so here
it is :)

We have implemented at Swedish meteorological institute support for the cf
satellite band prototype. More things we need now is to choose top-level 
attributes
for satellite and instrument identification.

Here what I suggest, through examples:

:satellite-name -> Meteosat
:satellite-number -> 9

:instrument-name -> Seviri

some notes:

the names are strings, case does not matter.
the number is a int or character



Also, the band data variable is not clear from what I read. I use band_data as
name. Any opinion ?
