[data-curation] Long Time PR ASOS SID Issue

In the last week, METARs (and TAFs) started on the feeds from TJRV.

But here's the oddity.  TJRV used to be Roosevelt Roads NAS (TJNR).
This location was opened as a civilian airport in 2008 and that is when
TJRV became a SID.  However, METARs have continued from TJNR since,
which is (was?) a DoD ASOS.

Now we are seeing METARs from *both* SIDs, and they are not the same.

But the obs are very close, so I assume they are on the same airport
grounds, just seperated bit

The TJRV METARs appear to be an ASOS for what it reports, but it could
be a FAA-owned AWOS, which reports a full complement of additive data,
and looks just like an ASOS site for METARs.

Anyone know what the deal is here, or the history of this all?
