Here's my first pass at the ruc2, I must say this was a royal PITA to
create.  Can you QA it for errors, I know there has to some in a cdl this
complex.

use some code (degrib.f) from ncep to degrib the file. i donwloaded it
and took a crack at writing the main program to call degrib.f subroutine
but havent finished it. if gribtonc works then thats what i want to
go with.  i'm kinda' glad you found some inconsistencies in that file,
i thought i was crazy. it seemed like every time i added a new variable
or navigation record, something else would pop up in the log file. thanks for all the help...
