I should have posted this on the decoders users list but It's taking them
forever to respond to my sign-up.
I downloaded the latest decoders.tar.Z from unidata website.  I have
udunits-1.11.7, ldm-6.0.14, netcdf-3.5.0 and netcdf-perl-1.2.2 on Redhat 9.
Here are my environment variables:

export CPP_NETCDF=-I/usr/local/netcdf-3.5.0/include
export LD_NETCDF="-L/usr/local/netcdf-3.5.0/lib -lnetcdf"
export CPP_UDUNITS=-I/data/udunits-1.11.7/include
export LD_UDUNITS="-L/data/udunits-1.11.7/lib -ludunits"

and here is the log from running make:

I haven't try to compile gribtonc on RH9, I'll give it a try and get back
to you.
