Noop, that's why I'm creating one. It should be done in a couple months,
currently I'm working on projects for the AMS in Jan.

The problem is that gribtonc is for decoding Grib format 1, not format 2.
Currently, I'm working on a Grib2 decoder.  The status of the project is
that the Grib 2 files can be dumped to an ascii output, not netCDF format.

There is another Grib 2 decoder that outputs other formats at:
