Centre = 98 = ECMWF.

Subcentre = 0 = unused. Strictly, 0 = WMO secretariat so the code should be
                         255 (missing) but I have never seen this done.

Table version number = 1. This may be due to the header adjustment.
                           ECMWF tables are in the range 128 upwards.
