Don,

nominal_time means the time the report is valid. the algorithm i use is if
the report is before 45 minutes after the hour then nominal_time == ob time
otherwise nominal_time is set to be the zero minute of the next hour. this
is what the documentation states but it's dated 1996 so i don't know if
the nominal_time definition has changed in the latest specs.

i use the latest gempak tables for every release so i should be ok. maybe
i'll make a minor release for the tables.
