[gembud] Level 3 data changes

There probably is in the works an update for GEMPAK to handle the Level 3 changes.. 
Is this going to be a full update??
Or are the needed files to be provided so that area of
GEMPAK can be updated ??

was just curious how updates/changes like this are handled
