[gembud] Updated version of GEMPAK precip type radar scripts

I would like to update our legacy scripts for precip type radar.

I referenced Chiz's NEXTYPE script 
(http://www.unidata.ucar.edu/software/gempak/examples/gdradr/NEXTYPE)
However, I could not get it to work with the Echo Tops greater than 5km.
These steps below, take precedence prior to checking for the 2m_tmpk, 
850mb_tmpk, pdly_tmpk from the RUC model

GEMPAK-GDDIAG> [DG -7]  Input grid NET ^130118/1645 @0 %NONE in SGE cannot be 
found.
