grdnav.tbl in GEMPAK7:

However that line has been commented out far before GEMPAK6.8, so Neil, I
still don't know why you are seeing 703 grids.  Last night I reverted
gribkey.tbl to 6.8.0 and still do not see 703 grids, only 003.
