[gembud] garp time stamp garble

CentOS 6.5, openGARP, GEMPAK6.8.0, GEMPAK7

Does anyone remember what causes available METAR and Synoptic times in garp to 
show up like this:

20140923/0000
2014930300
201140923000
20140923/0900
2014931200
201140923100
20140923/1800

Data is correctly plotted for the listings that look sane.  No data is plotted 
for the remaining.

This doesn’t happen on our GEMPAK6.2 build, which was the last distro with garp 
included. 

I’ve built openGARP against both GEMPAK6.8.0 and GEMPAK7, and they both show 
the same behavior.

Any guesses?
