[gembud] dcwarn pqact entry

Is the first line in this pqact entry following the right convention for the
LDM? The resulting gem files are empty after dcwarn executes, and there are no
errors in the dcwarn log file.

WMO /p(TOR|SVR|FFW)
    PIPE decoders/dcwarn
    -e GEMTBL=/home/gempak/GEMPAK7/gempak/tables
    -d data/gempak/logs/dcwarn.log
    data/gempak/storm/warn/YYYYMMDDHH_warn.gem
