I am unsuccessful at decoding the following messages using the GEMPAK dcacft 
decoder.  (See two attached files.)  Does anyone have a solution they can share?

UACN10_CYQT_20160712_1255 - Canadian PIREP
UAUS31_KWBC_20160712_2106 - "aircraft report"
