[gembud] issues compiling GEMPAK 7.4.3 on CentOS 6.10/7.5

I have two systems one running CentOS 6.10 and the other CentOS 7.5. I am 
having issues compiling GEMPAK 7.4.3 on both. The builds complete, but anything 
dependent on netCDF doesn't compile.

One error I see is:

make[2]: Entering directory 
`/locdata/apps/gempak/GEMPAK7/extlibs/netCDF/v4.3.3.1'
make[2]: *** No rule to make target `all'.  Stop.

Has anyone seen this issue before?
