The IDV does handle these FMRC, but perhaps not in the way
you want it.  If you look at:

http://motherlode.ucar.edu:8080/thredds/idd/models.xml

you can access the datasets there as:

Forecast Model Run
Constant Forecast Offset
Constant Forecast Date

but the time that gets listed is either the model run time
or the valid time depending on which you chose, which is what
we get from the API.
