[idvusers] Changing layer order

For two displays at the same elevation, is there a way to re-order them so
that one draws on top of the other? Specifically, I'm working with a 2D
view, which only has one level.

Right now, the only way I can fix this is to add each display in a certain
order – the most-recently-added displays show on top.
