If by "raster files" you mean jpg, gif, png, etc., then in the Data Chooser, select a "Data Source Type" of "Image files" (of the appropriate type). If you want to "navigate" the image, then before you display it, look in the Field Selector, pick "Formulas" and then select "Imagery -> Geolocate an Image".
