Hi all,

thelma is up again and is caught up in refilling the queue.  thelma
downstream sites should now switch back to thelma.

The cause of the outage was a routing problem.  I expect thelma to
continue to be stable (even though it's a Friday before a long weekend,
which is well known to increase the cosmic chances for failure).
