We just use Peter Neilly's old "weather" program which works well 80% of the time. A cron call to the weather program produces the forecast which is displayed on our web site (example: http://www.wx.rutgers.edu/ruquick/index.shtml)
We are toying with doing our own script to bring up the success rate closer to 100%. If we develop anything soon, we'll drop you a copy.
