Update on Byrd AWS archive data for wind direction

Hello!

As an update on the problems find with Byrd AWS archive data with
regards to wind direction.  It appears that data before Nov 1999 is
correct and fine in the archive.  Only data after Nov 1999 is suspect at
this time.
