Eric,

That was it.  It was my (obviously incorrect) understanding that 
decoders/dcgrib2 would be relative to LDM's home directory, (i.e. /home/ldm). 
Since the path is relative to /home/ldm/ldm as you note, then yes, my link to 
dcgrib2 was incorrect.   (It resides in /home/ldm/decoders/).  

Also as Chiz noted, the "rap" directory was automatically created once the 
decoder path was corrected.

A sheepish thank you; sorry for bothering everyone with such a silly mistake.
