I found, on our EDEX server that the default ldmd.conf and pqact files were not in the directory I was expecting (and can't remember off the top of my head). I would do a ps on your machine and look for the location of the ldmd.conf file being used by EDEX. There isn't any reason you can't add data while leaving the EDEX server as is.
