I found out why. $HOME was correctly set to /home/ldm but when I made $LDMHOME=/home/ldm then this problem does not appear. ~~~~~~~~~~~~ We have set up our LDM systems with LDMHOME=/home/ldm So, why do I see an error that the directory /home/etc cannot be made?
