Ref: NOAAPort/NWWS frames out of sequence.

Just a reminder that the switch in uplink occurred this morning at ~1350Z;
the last out-of-sequence-frames registered at 1346Z, so there is a chance
this is resolved?  Or at least puts the BMGS in a mode the NOAA contractor
can debug?
