Dear Igor and John,This is the interpretation that I'm doing about the monthly average datasets from the CFS:
http://nomads.ncep.noaa.gov/pub/data/nccf/com/cfs/para/cfs/cfs.20110309/00/monthly_grib_01/flxf.01.2011030900.201103.avrg.grib.06Z.grb2 after reading the Operational CFS doc: http://cfs.ncep.noaa.gov/menu/doc/in my opinion is that the average is for the 201103 month, and precisely for the interval:
