Building netcdf 2.3.2 with Watcom v9.5 (dos)

I am trying to build netcdf v2.3.2 with watcom 9.5 under dos, and the netcdf 
test fails.  The xdr library test is successful.  Can anyone give me some 
advice on how to build netcdf with Watcom?  I would really like to have a 
netcdf watcom library, so that I can take advantage of the flat memory space 
that watcom provides.

I posted this question on sci.data.formats, and the only response that I 
have gotten so far is a "Me too!  If you find out please let me know."    If 
anyone has built netcdf with watcom or has suggestions on how, I would 
sincerely appreciate any help.
