When you installed netCDF, did you do a "make install"?
If so, if installed ncdump and ncgen to /somewhere/netcdf-3.6.0/bin.
("somewhere" is wherever you unpacked and built netcdf.)
You must include this directory in your PATH environmental variable.
Let me know if this doesn't help.
