NetCDF Windows build

Hi Folks,

In the netcdf-install.pdf  PDF file, it says one can
get the Windows src ZIP from: 

ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32netcdf-3.6.1-beta1-win32dll.zip


But I am unable to gt it from here. I need to be able
to build it from Visual Studio as stated in the
netcdf-install.pdf PDF file. 

When I am FTPd and in contrib, and then do a get,
it says can't find the file. Consider using PASV.

Please help.
