The problem is that I built netcdf as 32-bit, and python reads the default 
system as 64-bit, and when it does the link step, it tries to link as 64-bit.  
I just copied the link statement that was written to the screen by hand, and 
added the option to link to 32-bits, ran that statement to rebuild the shared 
library, ran setup.py install, and the tests ran fine.
