[netcdfgroup] beta version of netCDF C library documentation available

Howdy all!

In order to improve documentation quality, reduce maintenance time
for the documentation, and enable more collaboration with outside
groups, the netCDF C library documentation has been migrated from the
venerable texinfo format, into the new and stylish Doxygen format.

The conversion issue is further documented in our Jira database:

The new version of the documentation is available here:
http://www.unidata.ucar.edu/software/netcdf/docs_snapshot/html/index.html

The Doxygen-based documentation will be used for the 4.2 and future
releases of the netCDF library.
