[netcdfgroup] No netcdf.h tests in netcdf-cxx configure

Interestingly, trying to build netcdf-cxx-4.2-beta2 without netcdf present results in a compile error. I would have expected configure to have a check for its presence and exit there. No big deal, but just a bit of polish.
