Yes, we expect to have it available later today.  There are still open
issues that will have to wait for a subsequent version for resolution,
but with the help of the netCDF community in testing this candidate
release, we expect to have a real 4.2 release within a couple of weeks,
assuming there are no unexpected show stoppers.

We'll send out an announcement and link to the 4.2-rc2 release notes and
installation instructions as soon as it's available ...

Dennis will also have an announcement soon regarding integration of
Richard Weed's contribution for using the Fortran-2003 standard for C
interoperability to make it easier to build and use the netCDF Fortran
API.
