I just noticed no one answered your last question.
NCO questions posted to http://sf.net/projects/nco/forums/forum/9830
are answered. To completely delete a degenerate (or any) coordinate
dimension from a file, use,

ncwa -a dmn_nm -v dmn_nm -x in.nc out.nc

the -a removes it from all variables and the -x tells it to eXclude
the -v variables from the output list.
