[netcdfgroup] Building latest on CentOS 6.4

I am trying to build the latest version of netcdf4 on CentOS 6.4.  Everything 
goes fine until I try to build the fortran, where I get the following error on 
running  ./configure

configure: error: cannot compute sizeof (off_t)

relevant info:

I set CPPLAGS with :

export CPPFLAGS="-DgFortran -I/usr/local/include"

# gcc --version
gcc (GCC) 4.4.7 20120313 (Red Hat 4.4.7-3)
