At long last, netcdf-fortran v4.4.0 is now available and available from the
Unidata github repository:

Since our initial move to github, we’ve refined our release process using
the netcdf-c project. Hopefully this has helped minimize the issues
introduced in this, our first full netcdf-fortran release hosted at github
(famous last words)!
