[netcdfgroup] Adding complex numbers and 16-bit floats to HDF5

The HDF5 Group is proposing to add new built-in data types to HDF5,
including complex numbers, 16-bit floats, and boolean. They are requesting
community feedback. Please see the attached message for introduction,
community forum link, and a zoom meeting later today on this topic.

It is likely that these data types will be added to netCDF-4 after they
become available in HDF5. See a related netCDF discussion at
https://github.com/Unidata/netcdf-c/discussions/2652 . I believe these new
data types will be highly beneficial for a wide variety of applications.
