NCF HAS LEARNED THAT A GATEWAY PROGRAM WAS DOWN FROM 1456Z TO
1510Z.  THIS AFFECTED THE 15Z METAR DATA AND CAUSED A DELAY.
THE 16Z DATA IS EXPECTED AS NORMAL.
