Enhanced Impact-Based Decision Support Services For the Emergency Management CommunityNWS is soliciting comments by August 23, 2013, on a Service
Description Document (SDD) describing proposed enhanced impact- based decision support services (IDSS) for the emergency management community supporting events/incidents impacting safety of life and property. The NWS Roadmap 2.0 is focused on building a Weather-Ready Nation (WRN), which means building community resilience in the face of increasing vulnerability to extreme weather-dependent impacts. To this end, NWS is enhancing decision support services, improving technology to track and forecast storms, and expanding its dissemination efforts to achieve far-reaching national preparedness. For information on the NWS Roadmap see: http://www.nws.noaa.gov/com/weatherreadynation/ To implement our WRN Roadmap, focused IDSS activities are currently taking place at several offices taking part in NWS WRN Pilot Projects. In addition, through ongoing prototype activities, many other offices across NWS are exploring new ways of providing decision support services. This SDD describes how NWS will incorporate best practices from these prototype activities into our support for the emergency management community across NWS. NWS policy requires that NWS seek public comment/review before implementing new or substantially modified product or services. To date, we determined products/services to be new or substantially modified based on product content or method of delivery. This framework does not fit well with the paradigm of IDSS because such services may vary in content and method of delivery depending on the nature of the particular customer or event being addressed. To address NWS enhancements to IDSS, we will be providing a series of Service Description Documents describing who we plan to provide our services to and what types of decisions we plan to support. The SDD addressed in this notice is for IDSS for the emergency management community.
