[SuomiNet] Partial suominet PWV processing restored

I was able to restore about 75% of processing on an older CPU. The PBO sites in the western U.S. that are not using ntrip are not being included to keep load down.
Our sys admin is rebuilding the failed NSF server so hopefully we can restore normal full processing early next week
