Maybe Tomcat does that; I know Apache does not. At least (back peddle here ...), Apache does not roll the escapes out of the Query String (because I have to do that in my code).

It would seem that thredds is converting the %3D to "=" in its head, then failing on the string comparison. Just my guess though.Cheers,
