This is a bit off topic as it doesn't pertain to the TDS but RAMADDA (
http://ramadda.org) does provide a pretty flexible user and role based
access control mechanism. You can even do IP address based access control.

RAMADDA does not provide everything that the TDS provides (e.g., WMS/WCS
services, FMRC aggregations, etc) but it might be applicable to your needs.
