[thredds] rescan in GRIB featureCollection TDS 4.3.15

 Hi All:

I am not getting any rescanningof my GRIb featureCollection  (or more correctly 
it may be rescanning but it is not picking up new files).  This is true even 
after restarting the TDS.  The line I have is:

     <tdm startup="true" rescan="0 0/15 * * * ? *" trigger="allow"/>

Am I missing something?  I know the above doesn't do this, but what is the 
simplest line I can have say to tell it to rescan on startup and rescan every 
hour say, on the hour?
