For anyone that's interested, the issue was that he had taken the example catalog at thredds.war/WEB-INF/altContent/startup/catalog.xml and uncommented the lines for the wcs, wms, and ncss services. But when he did so, he accidentally deleted the forward-slashes that close those service tags.
