I haven't been able to find references to <filter> element and how to use it, in the reference docs. Is this an currently implemented feature? http://www.nco.ncep.noaa.gov/pmb/docs/on388/table2.html#TABLE131 This seems to be a WMO table. Blackadar's is the only one with the ' char in it. Editing the table would certain fix the problem, but this would be more contriversial.
