The simplest way is from Jython, using the drawString method in subs.py:

def drawString(display, string, point, color=None, center=0, font="futural",
                 start=[0.,0.,0.], base=[.1,0.,0.], up=[0.,.1,0.],size=None ):

If you're using Java, then you might look at example Test47.java. PlotText.render_label() will return a VisADLineArray which you can use as a Shape and add it to your display.
