20190416: [conduit] [Ncep.list.pmb-dataflow] Large lags on CONDUIT feed - started a week or so ago

For what it is worth (traceroutes are not much of a help when diagnosing
network traffic congestion problems), here is the traceroute from
the machine on which Unidata REQUESTs a 10-way split of CONDUIT data
(conduit.unidata.ucar.edu) from NCEP:
