Robert,

The Widget defaults are defined in the $GARPHOME/config/Garp_defaults
file. In this file you will find a line:
upalevels       : Surface,1000,925,850,700,500,400,300,250,200,150,100,70,50,Top

All you need to do is edit the level list and restart Garp.
