The new tarfile is in ~gbuddy/nawips-5.4/patches/dcnldn_20000606.tar.gz You can unpack this from the $NAWIPS directory, then: cd $NAWIPS/unidata/ldmbridge/dcnldn make clean make all make test make install make clean The TSEC and MSEC parameters are implemented as they were in nldntogem, where TSEC will be the number of seconds of the day (rather than since 1970), and msec is milliseconds. Thus TSEC ranges from 0->86399. The "make test" will decode into an hourly file using 1 minute bins for the gempak dattim.
