Same compression, and same product number in the $GEMTBL/sat/imgtyp.tbl table as the N0R product (both are radar id 7, product id 19). The level eg 1.5 degree is actually contained in the data for the title string. What platform are you running on? You may want to verify that gpmap can't display them. If that is the case, then it may be that we need to check your tables, and/or updated to the im library routines since 5.6A that we have now. If gpmap does display the N1R, then it may be that garp needs to be relinked to the code.
